We have requirement to create custom Report similar as Tcode : S_ALR_87013611 with additional fields ,

Could you please tell us the business table wise logic of actual cost for Cost element groups (S_ALR_87013611).

May I know the design of the custom report? Will it be an ALV report or Fiori report (based on CDS views)?
