Good day SSM community,
We have empowered a number of key end users as Entry & Approval administrators. As you know, this allows them to Create Measure sets, Release Measure sets and also Change measure set assignments.
More measure sets are appearing as “Empty Set” across 14 databases/models. These are measure sets that have been utilised successfully for quite some time. Upon investigation I noticed that the system has started allowing Administrators to create a new measure set using a measure/dimension combination that has already been created. This causes the existing measure set to render as “Empty set” and it cannot be repaired. We cannot delete this “Empty set” because we need to maintain the related approval log. As we already have an extensive measure set list, this is becoming more difficult to maintain.
Is there a way that I can allow an Administrator/user to Release and Reset measure sets - but NOT allow them to create a new measure set?
I have also logged a call with OSS to investigate this "Empty Set" issue but in the meanwhile, if there is a way to limit the authorization of the Administrators, it may help us to control the extent a bit better.
Any ideas on how to address this situation would be greatly appreciated.

Typically when you see a measure set that is an Empty Set it is because the combinations that were included in the set which is now empty have been included in another measure set. For obvious reasons that combination can only appear in a single measure set! You can find where they have gone by creating a new measure set and trying to use that combination again. The name of the measure set where it is curently located will be shown against it.
The security is not sufficiently granular to allow users to only release unfortunately. Maybe you should put this forward in the Ideas Place.

Thank you so much for your reply. Apologies for the delay in replying.
The issue was that when trying to create a measure set using an existing measure/area assignment, the system no longer highlighted that the particular combination is already in use. I agree with you that it previously did that.
I was hoping that I can implement more control on the users in order to reduce the risk of this happening.
This call was simultaneously logged with OSS and they have now confirmed that the issue will be resolved with SSM10.0 SP11 HF4.
Hope this can assist anyone else who may have faced this issue.
