Setup alert when someone is assigned DEBUG access

This is SAP security administrator and looking for some answers for this issue:

I'm looking for some kind alert in the production system whenever someone is assigned to DEBUG access?

Not sure if GRC is capable of doing it or ABAPer?

If so, Please share details

Debug generally or debug with write`access?

For debug write you can monitor the system logs and see when that power is used.
