I managed to solve this issue by creating the "strategy" group and assigned users to it.

I have already moved the import.zip files to the import directory

I have already added ( SSM_* ) Actions to the roles
but I face the same issue
should i do anything related to ( Manage Context ) to be able to view the strategy management launch page

You say you have moved it to the import directory but typically when you see undefined that is related to the contents of that file.
I would suggest you go back into the Transport section of the Tools page and delete all the data and then re-import the import.zip file. Check that the Executive and Services Roles are set up right with the right actions. In the Manage Context section check that the Executive and Services Roles are a) visible (if they are not there then they have not been set up right) and b) that they have been highlighted to select them and then click Save.

Check that you have assigned the right actions to the Roles you have created. From your screenshot it looks as though you have only assigned the View Home and View Briefing Book actions!

Hope you performed all the post installation steps as per guide. For your issue move the import.zip file from the \SAP BusinessObjects\Strategy Management\InternetPub\conf directory on the Interactive Publisher server to the \server\temp\SSM\import directory on the SAP NetWeaver server. Then from tools utility (http://<nwce_server>:<port>/strategy/tools) click Transporter. In the Choose a database transport file section, ensure that the 'Delete all data in database before the import?' drop-down list is set to Yes.From the drop-down list of zip files, select the import.zip file you moved into the \import directory.
