HI Guys,
Want to know information on below points
1) Is it mandatory to purchase Seeburger and XI\PI for SAP GTS?
2) out client already have IBM websphere as Middleware. So If we wish to go ahead with IBM websphere what settings/ config we need to do?

No, you don't need to use the Seeburger or SAP XI software.
If you want to use a different convertor, then you must find a way to transfer the GTS iDocs to your chosen tool, and produce your own mappings to and from the messages that you will exchange with the authorities.

just a few comments from my side...
Dave is absolutely right. You can implement SAP GTS without SEEBRUGER, however there are couple of downsides with that approach.
First of all, in most cases the SEEBURGER solution comes bundled with the GTS license – so no extra cost for the license.
The SEEBURGER GTS solution has been tested with a large number of customs authorities. So no need to develop all the mappings and communication requirements.
Some customs authorities like Germany require an official certification process of the solution. So, if you plan to use another Middleware, you need to go through that certification procedure.
Customs change their interfaces on a regular basis – the SEEBURGER GTS solution will be kept up-to-date as part of the yearly maintenance of your SAP GTS.
