SAP.GTS Check Legal Regulation only on import to a country

Dear SAP Community,

currently we want to introduce a new legal regulation to check shipments from all out facilities into Hong Kong.
I tried to setup an Import Legal regulation, but it seems not to be considered in our documents:

Then I also tried to setup an Export Legal regulation with export from a country group including all countries BUT Hong Kong, but there this legal regulation also activates in between other countries than Hong Kong - even a combination of both settings have the same effect: The legal regulation is checked from all countries but Hong Kong to all countries:

How can I configure a legal regulation to activate from all countries to only Hong Kong?
