SAP GRC Standard Rulset for ISU

I am trying to access the standard ruleset for ISU in GRC 12.0 SP04. However, the two BC sets GRAC_RA_RULESET_SAP_ISU & GRAC_RA_RULESET_SAP_ISU are not available in SCPR20 for activation. I had referenced the SAP Knowledgebase article 2685974.

It will be helpful if experts can provide some relevant information

The note says it is available in GRC 12.0 SP05, but you are at SP04.

Interesting, They updated the Service Pack to 05 on 7/18/2019.
