SAP GRC Process Control: Cannot Delete a Business Rule!

Hi

I am trying to delete a business rule which does not seem to be assigned to any control (I have confirmed this by checking business rule assignment page in NWBC). But when I try to delete the BR it says "Business rule cannot be deleted, as it is assigned to control until 31.12.9999".

So what does seem to be the issue and how can I fix it?
