SAP foreign trade embargo check - unblock sales order and delivery

Dear expert,

I try to use SAP foreign trade function Legal Control (SD-FT-CON) without SAP GTS, I want to use embargo check function,

Now we can block sales order(can not create delivery), I want to know how to unblock or release the Sales order and delivery.

I can use T-code 'ENGK' to assign a license to it, but it is not a good operation.

and also ENGK can not release the block on delivery.

I want to know how to release sales order and delivery for the embargo check, thanks a lot in advance!
