I have a promotion on an item with quantity breaks. It is common practice and my understanding that the beginning limit is inclusive and the ending limit is exclusive. However, it doesn't seem to be the case in my test.
The two quantity breaks are 0-10 QTY with 0% discount and, 10-20 QTY with 30% discount. When I add the promotion with QTY 10, the 30% discount is not applied, but it should as it is in the bracket. Adding the promotion with 11 items works as expected.
Request clarification before answering.
Since you have applied the quantity break for 0-10 QTY with 0% discount, it means that for quantities less than or equal to 10, 0% discount will be applied.
And for quantities from 11-20, 30% discount will be applied.
