SAP BPC v7.0 SP12 - Package Status Running, Detail Log is Empty

We are running SAP BPC v7.0 SP12 and are having issues with importing a package.

The 'Package Status' screen shows a status of 'Running'. It should complete within seconds, but has been Running for 12 hours (overnight) with no change.

Note:

• The 'Detail Log' is completely empty
• All other logs (application, Windows Event Viewer, SQL Server) don't show any related issues
• The communication between the BPC application server and the DB server is okay (connection tests return a valid result and we can retrieve data)
• This issue is occurring on the Test system, the package we are trying to import works on the Production system
• We have checked all of the configuration between the Test and Production BPC systems and everything looks identical
• We haven't tried importing packages into the Test system before, so we don't know if it has ever worked

Please can you tell me what we can investigate to get it working?
