EPM is an umbrella name that includes a number of products like, BPC, Strategy Management, PCM, Disclosure Management, etc. EPM as a client front-end tool can be used for all of them.
So, I'd think that SAP BPC and SAP EPM BPC is same thing, but more context would be helpful.
