S4 HANA public Plant Abroad - 5RP scope item

Hello Team,

My customer business is in EU countries and Non-EU countries.

One of the EU company has more than one plants, some plants in EU countries and some in Non-EU countries. my Non-EU plant purchase the material for EU- company. 

For this process we are using 5RP scope item - Plant Abroad.  

my question: is there is any alternative scope items to meet the RITA requirements beside 5RP?
