Restrict data saving for specific members - Globally

Hello,
I`m trying to find a way to restrict saving data into specific members of a model.
I want to define a global restriction for a model but not from EPM report options.

For example:

In a model there is a user defined dimension.

The dimension has only ID, Description and a Hierarchy H1.

The hierarchy is with only 1 level.

Is there a way to Restrict the data saving for All Parent members but at the same time to Permit the data saving Only for All Children members?

Not sure if get this right...but It is a standard behaviour in BPC not to allow saving data in parents.

Furthermore, security is a good practice to restrict data saving.
