Recon Key issue

Hello guys,

The scenario is that

First User:- He Creates the recon key through FPF1, it is been displayed in FPF3 for that particular user only.

Second user:- If another user goes and checks recon key in FPF3 it shows recon key is not created .

Then again if first user checks recon key it is actually not created .

Please can anyone assist why recon key is not creating.

This problem only persists in Production but not in Quality.

Configuration of recon key is same both in Production and Quality.

Could the first user be experiencing an authorization issue? I recommend having your security administrator run an STAUTHTRACE against the first user to determine if it is authorizations
