Proforma invoice is not getting transferred to GTS

Hello All,

Proforma invoice is not getting transferred to GTS , done all config settings, while transferring it manually from ECC, message is appearing as " 0items from 1 documents are relevant for transfer",we debugged this issue and came to know that legal regulation is missing to transfer,and it is indicating to preferential legal regulation, We are facing only for Oman & Kuwait countries
