We have a situation where in certain products should be restricted selling into few countries.
For eg: If Export Customs Document is created from US to France then Product A should be allowed for determining Embargo check but Product B is not allowed.
We have below options: Activating legal regulation from Country/Country- if this is done then Product A and Product B also check for Embargo.
Please let us know if any solution available in Embargo, or in Legal Control.

I think this is legal contro, not embargo. Where the material is allowed to ship to certain countries, maintain determination strategy to assign an NLR (No license required) license for that legal regulation. If shipping to other countries where it is not allowed, maintain determination strategy to assign the actual license type (if authorized) or don't maintain determination strategy (then you will have to assign the export license manually) and the document will continue to be in blocked status.

I agree with Satish that what you describe is legal control checks only. Embargo is a simple on/off country switch by Ship From/Ultimate Destination. If you want to control at material level, then you need to get creative with your legal control and license determination. If you need to control all the way down to product master, then utilize a correct license type that controls at the country and product master level.
