Period 13 for GL posting adjustment

Question on period 13 , for year 2023 . Please help and educate me on period 13 functionality. I understand that posting to period 13 is possible which we can see it in FS10N under period 13.

But please help on below queries: 

1. Is it a continuation from period 12 of the ledger with all the balances carried forward?
2. Can we post reversals/adjustment in period 13 without impacting the 2023 closing position?
3. Is it possible to run revaluation ?

AFAIK Posting to special postitions will impact final closing position but you could Define Special Periods for Rollup so the system would roll up or reverse all special periods for the fiscal years defined by the period for rollup execution.
