Not all FF activities are triggered through review workflow to controllers

We have FF log SYNC and WORK flow jobs scheduled every 3 hours and all the setting are in place for controllers to receive email as well as work item in the inbox . However not all logs are synced in time . Issue : To check some issue when we have manually updated the FFLOG through NWBC new work items are pushed for controllers for previous months . When the setup is available from last 6 monhts and its being successfully used every day how come there are few review items which never showed up for controllers until we manually updated the log.
