No transit declaration created in sap gts

For export with in Eu when goods move between 28Eu cointries via a non Eu country transit document need to created in sap gts .But when i am trying to create a transit document TROLEX in sap gts for shipmemt moving from IT to DE via CH .than in GTS no transot delcaration is created .As per Sap we have enhanced badi /sapsll/ifex_sdoc_r3 in ecc for creation of onlyb transit declarstion for movement with EU counties.please help me on this topic
