New ECCN creation in GTS

Hi,

I have created a new ECCN number and maintained determination strategy with legal regulation and License type. when I go into display determination strategy system not showing any record and even its not showing that ECCN number in classafication number list as well. However I could see an entry for that new ECCN number (Which I created in table "/SAPSLL/CTSNUM". I go back and trying to maintain that ECCN number agan but system giving an error message "Data already exist" and not allowing to change determination strategy and giving an error message "No data selected from table /SAPSLL/CTSNUM"

Kindly advise how to correct this error.
