Negative budget transfer restriction in funds management

Hi Experts,

We are using FM-BCS in S/4 HANA 2021.We are using 7 dimensions(Fund, Fund center, Commitment item, Funded program, Budget period, functional area and grant)for budget posting and actuals.

We are using 3 budgetary ledgers for budget posting (Z1,Z2,Z3).Through budgeting workbench Z3 ledger consumes the Z2 ledger budget and Z2 ledger consumes the Z1 ledger budget. From Z3 ledger available balance the commitment and actual postings(PR/PO/IR) is triggering.

While transferring the budget from one budget address to another budget address system is not checking the sender budget and allowing to post the amount more than available amount. We have tried with FM budget consistency check and it is not working as expected.
