I tired to created environment in bpc as usual manner by copying it. there i got error message "Copying failed". One of my office colleague asked me to try via T.code: UJBR. can anyone help me how to create using this t.code. Pls its very urgent help.

As others suggested if you are not able to copy an environment it may be the sign of invalid metaframe information. You need to confirm if your source environment is correct because even if you can restore a copy of the environment you may still have problems using it. I suggest to check the environment executing UJA_DATA_CHECKER.

since it is a test for me, may i kindly ask someone how to proceed with ujbr and create environment. i have given tcode: ujbr and provided the environment id.. finally system gives ZIPPED data in the file path. so what i need to do after this with that extracted file from system.

Yes I too agree with Vadim.....What wrong with the copying? Give the error screenshot......Also run UJA_DATA_CHECKER on the environment which you are using to create a copy...so that you will know if anything is missing in the env!
