When trying to generate a stack XML file using S/4 HANA 2021 and include SAP GTS as add-on, the maintenance planner ends with the below error message:
The Installation/Upgrade Package for Add-on SLL-LEG rel. V8000 is not available

Yes, the License is not an issue.
In parallel, had raised an OSS message and it was confirmed that SAP GTS, edition for SAP HANA is to be run on S4HANA Foundation only.
And, I was running the MP using S/4 HANA 2020/2021 and both of them had S4Core as one of the component.
Upon selecting "Install an SAP S/4HANA FOUNDATION system" was able to generate the required stack.xml file for SAP GTS.
