the answer to this question is it depends.

If you are going to use the Hazardous Substance Inventory (see the Manage Hazardous Substance Inventories app, the storage location is essential to track the quantity of materials going in and out of the location.

If you are using the Chemical Approval (for example with the Manage Chemical Approvals app) process, there is a flag to indicate if an approved or to-be approved location is a storage facility.

For any other processes and functions in the Workplace Safety part of EHS, the fields you are referring to have no intent (in the standard application).
