ITAR configuration - the value for the license is not showing up?

We currently are running SAP GTS 10.1

For ITAR licenses - Max Value is a requirement. I cannot get it to show up. I have Value checked in my license type.

What am I missing?

Could you please explain your issue in detail for better understanding on the point of Max value whether it is in delivery or somewhere else.
