Based on sap note 3292333, our network team can setup white listing for no-reply-cpq@notifications.sap.com to ensure the CPQ emails will be received correctly.

Could you please provide the IP address of this email in our PRD, QA, and DEV tenants?

There is no particular IP address for "no-reply-cpq@notifications.sap.com".

As per the help document Outbound SAP CPQ Emails | SAP Help Portal, you would need to whitelist all of the IP addresses that belong to your environment's data center.
