could you be more specific with your question?

topic is vast; there is some doc to read - IPR is a specific Customs regime and generally follows the electronic communication used for free imports/exports.

Within IPR, the objective is to have the duties unpaid/suspended. However, in case of late payment of duties, preferential duties could be of use. I would check with the Global trade team of your client if such scenario occurs - system wise the duties (preferential or not) can be calculated in the IPR Import declaration as in any other free Import declaration.
