International Trade block at Sales order

I am creating a 3rd party sales order while save the order getting GTS issue. Error : PR from sales document not possible due to international trade block. Can anyone please give the solution.

Is this an GTS issue or an S/4HANA International Trade issue?
It seems that you have a block because of one of this areas and it is prevented to create a Purchase Requisition for blocked Sales Orders.

So you may check with your team why the sales order is blocked.
