Incompletion Log setting

Hi All,

I want to set-up incompletion log as mandatory for field Country of Orgin in Customs declartion, so that it will not proceed. Could you please guid where do I need to change this is for ATLAS legal regulation document type-CULOEX. Attached is the screen shot for COO field in customs declartion.
