Please can anyone advise if there is a starter jot for ifts on S/4 hana bpc or for Embedded BPC available ?

I have searched alot but unable to find that specific note from sap. lot of discussion is available on google but not this note unfortunately

You will not find SAP note on the subject. You need to understand what is IFRS kit and what is BPC embedded, then you will understand that this question is meaningless.

Sorry, but IFRS starter kit is for BPC standard only!
