I found time to take a look at the program code, and can't immediately see anything wrong with the Simulator. My guess is that the problem lies with your Declaration. Is there any chance that the Activities have already been closed, perhaps by cancellation or other means?
The "Possible Inbound Messages" list is taken from the current or open Activity in the Sequence, so the most likely situation is that there is no current or active Activity for that Declaration.
I suggest you try with another new Declaration, and see if you continue to get the problem.

How would I understand if the current activity for the declaration does not exist, please? I am sorry, I really could not understand what you tried to explain.
my only issue is I am failing to get the inbound message in simulation which generally shows up as in enclosed screen shot

Hi Alex,
Use SE16 for table /SAPSLL/CUHD to find the GUID key for your Declaration. Then for table /SAPSLL/LEGACT - paste that GUID into field GUID_MOBJ to find the Activities. Each has a Status, '2' is complete.
Hopefully at least one is in process (Status '1'). Get the Activity code, and check in configuration (or table /SAPSLL/TLEPRN) for the inbound Messages assigned - they are the ones you'd expect to see in the Simulator list.
