I am trying to change the category name of a group of goals to an a different category name.

I have a group of goals in current goal plan with the Category Name "Budget" and I am trying to import  these goals with a new category name.  The new category exists in our template.  My  job is running successfully, but the category name is not changing on the goal plans.  I downloaded my goal IDs via Table Reports and pasted the IDs into the template. I have tried small batches (les than 10 updates) and large batches (Over 10,000 updates.)  All of these goals were added via the UI, so there is not GUID.

My import file contains values in the import template for columns Type, Action, ID, Objective_Categery
