How to restrict role owner to approve a request with Risk

Dear All,

If Role owner submit a grc request for other user as a requestor with risk and at the role owner approval workflow stage he is approving the request with risk.
How to restrict the role owner to approve the request without mitigation at the role owner workflow stage.
