How to identify user who placed posting block for specific customer?

Hi All

Trying to "Release for Accounting" in T-code VF02 for one customer, but get error message "Account 【Customer Number】is blocked for posting".

Seems someone placed posting block for this customer, and I would like to identify user who placed posting block and ask him why he placed posting block.
