How to determine IPR import document at export of finished goods before closing portion creation ?

Hi all, in GTS system, we're utilizing IPR(Inward Processing Relief) procedure in EU and re-exporting the finished product.

Before the submission of export, the export procedure/placement into Customs status 3151, 1000... must be correctly maintained. Besides, if it's IPR re-export, the corresponding import document information should also be mentioned in the export declaration. However, export closing portion can only be created by confirmation of goods exit.

Considering the time gap between submitting an export and goods exit, the IPR stock is changing, how to decide the right procedure 3151, 1000... for export? And how to get import document information when closing portion hasn't been created? It has been confusing me how GTS system can support IPR re-export.

Thanks a lot in advance if any advice could be shared.

At best, it's very difficult, and theoretically impossible to predict the original Import, for the reasons you already mention here.

My suggestion is NOT to wait until the Export Confirmation, but instead to configure the Activity Sequence so that the Closing Portions are determined on creation (choice 'A'). Then the information will be available at the time you submit the Declaration to Customs.

It's requested by Customs to depreciate the stock by confirmation of Export, so the closing portion is configured to be triggered by receipt of message release/export confirmation.

Since GTS has offered the 2 options to create closing portions at various time points, and Placement into Cus. status CUPRO 1000, 3151... must be declared correctly. Is there any standard solution to support user to decide correct export procedure, it's an export or re-export, even there has been no closing portion created?

I'm wondering if GTS has function like stock reservation??? If IP stock available, reserve the stock, so user knows it's a re-export, since IP stock involved, then the reserved stock is depreciated by an incoming message.

I can appreciate the view from the Customs Officer - it makes sense to make sure that you have the Export Confirmation. But that's not how the system works.

The option to determine the Closing Portions in a separate program does give you the correct Customs Procedure Code (3151), but without certainty of the Closing Portions. I like your idea of the stock reservation (but no, GTS doesn't offer that), but it would be difficult or impossible to implement, since the stock granularity is determined by the Imports. For example, you might have imported 100 pcs, and only re-exported 3 so far. There would be no way to set any sort of lock just on the 3; it would also have to be on the 97 remaining, potentially leaving nothing for any additional re-exports until the Closing Portion job had been run.

If you have the time and motivation, you might want to create an OSS Incident, at least to flag your concern about the functionality. But please don't expect any changes in the short-term. Meanwhile you might want to consider that, despite adhering to the same Customs Code, the various Customs Authorities across the EU don't all have the same reporting requirements for Inward Processing.
