how to assign appraisal document to people?

hi

I'm really new in work with SAP. I made a appraisal template in PHAP_CATALOG. and i completed it in all section like criteria group an criterion. but now i want to know how can i assign this appraisal document to employee. with ESS? or something else?

and after that how can i compare employee's answer with that criteria? with successfactors?

please help me step by step.
