GTS - Embargo check NOT working when creating Partners or Documents

Hi,

I have configured Embargo at Regulation and Country level in GTS. I have activated the Embargo check for the Regulation and Country in the Config.

For the specific countries I also did "Maintain Embargo Situations (Export)" under GTS area menu Compliance Management > Legal Control - Export. When I run the report "Business Partners with Embargo Situation" it lists all the customers in that country.

When I change the Customer in ECC, I am not getting any Blocked messages. When SO sent from ECC to GTS, the document doesn't get Blocked either. In the log I get the message

"Unable to find any active legal regulations for determination proc. "LEEMB""

I appreciate any suggestions.
