GTS Blocking Domestic transaction

Hello Sir,

Last few months GTS blocking domestic transaction withing US. It should exclude to block for legal control of EAR/ITAR. In configuration I can see activate legal regulation is option "4" Check dispatch/export (Include domestic).

Please advise.
