Hello,
After system upgrade, we no longer get the pop up window when saving a delivery. The embagro block is preventing the PGI, but what can we do to have the pop up window warning again ? I have searched through oss notes and forums and haven't found any solution.
Request clarification before answering.

also very interested for the solution for this issue.
We have the same issue in the feeder system after Upgrade from S4 Release 1909 to 2022 SP level 1, despite of activated Dialog Message as in Screenshots from Fabian above. A debugging or search for relevant SAP-Notes wasn't successful until now.
Maybe someone have an idea or solution for that?

Did you check the configuration in the feeder system GTS plug in to make sure it didn't inadvertently remove the pop up function?
Re: embargo block, if it is not truly an embargoed country, it usually means someone mis-typed the date incorrectly on the delivery so it doesn't fall into the date range of the countries you have in your embargo settings under maintaining country specific data.
