I have searched here as well as other sites for a basic description of "who" will recieve a notification when you select the GRAC_USER as your Recipient ID in any stage you configure a notification even for.
I thought that this would send an email to the "end user" that the request was created as long as that user had a valid email address in the initial request, but it does not seem like it is going to that user.
It seems to be going to the requestor of the request, which makes me ask what the "GRAC_REQUESTOR" recipient ID is supposed to do?
Request clarification before answering.
Hi Michael,
GRAC_USER should go to the end user(s) of the request. If it is not the case, check if there is a note correction or open an OSS message to get it fixed.
What's your current release and SP level?

Yes I agree with Alessandro,GRAC_USER should always go to End user who is in the user details.
