We are on GRC10.1 SP17 and I am trying to setup a delegate for a Access Request. I reconfigured MSMP according to note "1734548 - Delegated Approver..." to allow for current approvers in the email notification section to get an email notification notifying them of a new request that was created. All of this works fine, both users (Manager & substitute) are assigned as the Approver when the request is created. However when looking in SCOT only the manager gets the email. I am expecting to see either two emails going out, or one email but two receipts. Has anyone successfully implement this?

I have implemented that scenario a couple of times already. The overwrite method in the enhancement does the job pretty solid. Did you make sure that the enhancement is activated? There is a checkbox that says "Implementation is active"?
Also, if it is active, try to set an external breakpoint and start debugging. Check if the code goes through your enhancement. If you debug for user WF-BATCH, it's necessary to change to type DIALOG and set the external debugging for user WF-BATCH (go to SE19/SE24, open the enhancement and go to implementing class and go to Utilities > Settings > ABAO Editor > Debugging and set the user as WF-BATCH). Once set, enter /hs in the command to activate external debugging and start a request.
