GFEBs Decrement Error

Working on a return of funds for a MIPR document, all areas are filled out correctly however I continue to get an error that states "Funding Request must be 'Decrement' for Account Assignment Category Y". The funding request modification is in as "DEC". I tried in multiple different browsers, restarting my machine, and asked coworkers for help. It seems like the funding request is not registering that I typed in "DEC", I even tried the matchcode to select "DEC" instead of typing it in. Anyone have any idea?
