I have a report, with the following formula "=EPMMemberProperty(;"PLAN";"YEAR")" in excel 2016 does not show the value (appear empty), in excel 2013 this formula run correctly.

Try to use:
=EPMMemberProperty(;"[CATEGORY].[].[ACTUAL]";"YEAR")
Where CATEGORY is your dimension name and there is no hierarchy for this dimension.
P.S. Another option is to use this syntax:
=EPMMemberProperty(;"CATEGORY:ACTUAL";"YEAR")
