FICA/FM; Posting error in Transaction FPE1

Hello Experts,

I am encountering an error while posting the document from FPE1. I am getting the below error message :

Posting not permitted; business transaction not recognized

Diagnosis

You have posted a document that in Funds Management only has commitment items with financial transaction 60 but has no cleared item. The system cannot classify such postings by business transaction. Therefore, these postings are not permitted.

Procedure

Change the way you post the business transaction.

We have created and tried FMDERIVATION rule with commitments items and financial transaction 60 and even with dummy value also but in spite of that we are getting error.

Can you Please provide the solutions to the problem??
