Easwaran, the situation you mention is normal, as per design. If the BP is good, and it should not be blocked, you may mark the BP in positive list. Use this option with caution, as the positive list partners are not subjected to screening any more.

Are the "business rules" similar to the selection criteria on "blocked business partner" or "blocked document" transactions

What does "hold" mean to you, does it mean the decision on the business partner has not been reached or something else?
There is a standard provision to record reason and comments while marking the business partner as blocked. Does that match the requirement?
