Error During Order Release in legal control

I am trying to release a document in GTS and getting the following error which is attached and i am not able to release the document.

Hi,

Please check if the relevant country is activated in 'Legal Control: Activate Legal Regulations'.

The error also indicates there is inconsistency between system check and manual assignment, you might also check if you have customizing code in system check to force the system to run the check for legal regulation.

If above all is not applied, I guess the best bet is to raise an incident to SAP.

No its not delivered and its on block.

Sunny, are you sure the line item is blocked. The message in the screenshot is shown with a "green dot".
