Error Budget Exceeded when Reducing balance PO Quantity after GRN

I have created PR in last year and carried forward the same with TCode FMJ2, in currecnt year created PO with reference to PR and also made partial GRN, know I want to reduce PO quantity to GRN level, but system giving error of Budget Exceed. Please suggest me to resolve this error.
