Reference data and document flow issue in Export Declaration in GTS, following is my analysis.
Scenario 1 : SO -> Del - > PGI in EWM -> Proforma -> Export declaration, in this scenario export declaration created in GTS has all the required data and there is no issue here.
Scenario 2: SO -> Del (before PGI in EWM) -> Proforma -> Export Declaration, in this scenario export declaration created but there is no Document flow tab, Reference data missing and Control data is missing at Item Level. This is because, before PGI (in EWM) the delivery related compliance document in GTS is saved with reference to ODO (8XXXXXXX-4XXXX) hence this is not linking up when I create proforma in ECC with reference to Delivery (8XXXXXXX).
Note: in 1st scenario, EWM ODO number replaces with OD number when PGI completed and this is standard behavior.
My question is, How can to create pro-forma before PGI without breaking the document link in GTS.
Any suggestions how can I over come this situation?

Deliveries are in ECC and they are distributed to EWM. and Pro-forma will be created on ECC with reference to ecc delivery.
SAP says this is standard system behavior, where we need to create pro-forma in ecc after delivery is PGI-ed in EWM. But this will not work for business where we required customs clearance by the time PGI is done.

Haven't messed with EWM yet. So, from what I read here, is that the DEL is created in EWM in both cases? Or is it that DEL 8XXXXXXX is created in ECC and then replicated to EWM with ODO 8XXXXXXX-4XXXX?
If the pro-forma creation is done in EWM then the ODO replacement should would in both scenarios. However, it almost seams like scenario #1 the pro-forma is created in EWM, whereas in scenario #2 it is created in ECC.
So, if this 'replacement' happens in scenarion #2, the flow would fail. Did you debug and check the interface content?
