EASIBI bill all Reads when Read Reason 01 02 and 03

Anyone could help me?

EASIBI bill all Reads when Read Reason 01 02 and 03 created at sametime despite of having Suppression

our SPRO was set up like this

Priority of Meter Reading Reasons for Interval Check

RR Priority

01 3

02 4

03 2

when i check in EABLG, it correctly suppress by putting X in Suppress column in EABLG

for both 01 and 02 since 03 is in priority among the three read reason.

However despite of this, the billing keep billing all reads for 01, 02 and 03 which should only 03.

I'm unable to find what part of EASIBI do the billing since its too standard.

Could anyone please help me on this one? Thanks.
